Emerging community leaders felt that Freeport needed to create a positive environment for change and develop a story of a vibrant community moving forward. Those leaders came together and, working with branding firm a5, raised and invested $125,000 to develop and deploy the brand. Additional budget has been raised to continue the effort through 2018. Collaborate Freeport and "Freeport All In" are community-driven. 75 percent of the funding comes from the private sector and individuals in Freeport and Stephenson County, and 25 percent comes from the public sector.
